What is a decent 3k time?
Men running in elite shape may clock speeds under five and a half minutes per mile or less (finishing a 5K in under 17 minutes) and women conquer the same distance in under 19 minutes. By comparison the world record for men is 12 minutes and 37 seconds while for women it is 14 minutes and 11 seconds.

Sub 20 minutes for a 5k is fast. It’s 6:25 a mile, which puts you in very small company when you’re talking about the general running population. Any reasonably fit adult should be able to run a 20 min 5K pretty easily.
A 7km run of 22 – 23 minutes would be hot,. 24–26 very good. A ”good” time would be under 40 minutes, and especially if you are over thirty-five years old, under one hour would be respectful.
3K pace/effort: The pace or intensity level you can hold for a 3K race, which is just shy of 2 miles. This pace is about 20–25 seconds per mile faster than your half-marathon pace or about 15–20 seconds per mile slower than your 5K pace. It also equates to about a 7–10 on the RPE scale.

12–14 mins is a good fitness time and has you in the pack at fun runs and triathlons. Your body is very fit in this range. 14 and over for a 3km starts to become a training pace for those competitive athletes while the less fit could keep up and struggle a little.
