After meeting with the Duke, you need to visit the Abbey in the Wilted Forest and speak with Quina. She should be outside the small church with several blue flowers in front of her. Speak to her and she will give you the “Talent in Bloom” quest. She will give you the Blessed Flower.

Can be stacked up to four times with other strength boosts (multiplicative).
